The fact that a cloud from a minor volcanic eruption in Iceland—a small disturbance in the complex mechanism of life on the Earth—can bring to a standstill the aerial traffic over an entire continent is a reminder of how, with all its power to transform nature, humankind remains just another species on the planet Earth.

In matters of fact, the bible has ceased to be regarded as a standard. Science has succeeded in breaking the chains of theology. A few years ago, Science endeavored to show that it was not inconsistent with the bible. The tables have been turned, and now, Religion is endeavoring to prove that the bible is not inconsistent with Science. The standard has been changed.

All European writers are ‘slaves of their baptism,’ if I may paraphrase Rimbaud; like it or not, their writing carries baggage from an immense and almost frightening tradition; they accept that tradition or they fight against it, it inhabits them, it is their familiar and their succubus. Why write, if everything has, in a way, already been said? Gide observed sardonically that since nobody listened, everything has to be said again, yet a suspicion of guilt and superfluity leads the European intellectual to the most extreme refinements of his trade and tools, the only way to avoid paths too much traveled. Thus the enthusiasm that greets novelties, the uproar when a writer has succeeded in giving substance to a new slice of the invisible; merely recall symbolism, surrealism, the ‘nouveau roman’: finally something truly new that neither Ronsard, nor Stendahl , nor Proust imagined. For a moment we can put aside our guilt; even the epigones begin too believe they are doing something new. Afterwards, slowly, they begin to feel European again and each writer still has his albatross around his neck.
Actually—and this was where I began to feel seriously uncomfortable—some such divine claim underlay not just 'the occupation' but the whole idea of a separate state for Jews in Palestine. Take away the divine warrant for the Holy Land and where were you, and what were you? Just another land-thief like the Turks or the British, except that in this case you wanted the land without the people. And the original Zionist slogan—'a land without a people for a people without a land'—disclosed its own negation when I saw the densely populated Arab towns dwelling sullenly under Jewish tutelage. You want irony? How about Jews becoming colonizers at just the moment when other Europeans had given up on the idea?
And I'll close by saying this. Because anti-Semitism is the godfather of racism and the gateway to tyranny and fascism and war, it is to be regarded not as the enemy of the Jewish people, I learned, but as the common enemy of humanity and of civilisation, and has to be fought against very tenaciously for that reason, most especially in its current, most virulent form of Islamic Jihad. Many pogroms against Jewish people are being reported from all over Europe today as I'm talking, and we can only expect this to get worse, and we must make sure our own defenses are not neglected. Our task is to call this filthy thing, this plague, this—this pest, by its right name; to make unceasing resistance to it, knowing all the time that it's probably ultimately ineradicable, and bearing in mind that its hatred towards us is a compliment, and resolving (some of the time, at any rate) to do a bit more to deserve it. Indeed, a parallel history of Europe could be written which viewed family life and regular work as the essential Continental motor of civilization. Then war and revolution would need to be seen by historians as startling, sick departures from that norm of a kind that require serious explanation, rather than viewing periods of gentle introversy as mere tiresome interludes before the next thrill-packed bloodbath.
European historians have often, though not unanimously, assumed that European modern warfare was the one true path, a system that developed logically and inevitably from the nature of the advancing technology of guns. Since Europeans by their own definition were the most rational and logical of people, their mode of warfare was also the most rational and logical. Those who did not adopt it after seeing it were being deliberately irrational, or lacked the ability to advance their polity to the point where it could follow it.

There is no solution for Europe other than deepening the democratic values it invented. It does not need a geographical extension, absurdly drawn out to the ends of the Earth; what it needs is an intensification of its soul, a condensation of its strengths. It is one of the rare places on this planet where something absolutely unprecedented is happening, without its people even knowing it, so much do they take miracles for granted. Beyond imprecation and apology, we have to express our delighted amazement that we live on this continent and not another. Europe, the planet's moral compass, has sobered up after the intoxication of conquest and has acquired a sense of the fragility of human affairs. It has to rediscover its civilizing capabilities, not recover its taste for blood and carnage, chiefly for spiritual advances. But the spirit of penitence must not smother the spirit of resistance. Europe must cherish freedom as its most precious possession and teach it to schoolchildren. It must also celebrate the beauty of discord and divest itself of its sick allergy to confrontation, not be afraid to point out the enemy, and combine firmness with regard to governments and generosity with regard to peoples. In short, it must simply reconnect with the subversive richness of its ideas and the vitality of its founding principles.Naturally, we will continue to speak the double language of fidelity and rupture, to oscillate between being a prosecutor and a defense lawyer. That is our mental hygiene: we are forced to be both the knife and the wound, the blade that cuts and the hand that heals. The first duty of a democracy is not to ruminate on old evils, it is to relentlessly denounce its present crimes and failures. This requires reciprocity, with everyone applying the same rule. We must have done with the blackmail of culpability, cease to sacrifice ourselves to our persecutors. A policy of friendship cannot be founded on the false principle: we take the opprobrium, you take the forgiveness. Once we have recognized any faults we have, then the prosecution must turn against the accusers and subject them to constant criticism as well. Let us cease to confuse the necessary evaluation of ourselves with moralizing masochism. There comes a time when remorse becomes a second offence that adds to the first without cancelling it. Let us inject in others a poison that has long gnawed away at us: shame. A little guilty conscience in Tehran, Riyadh, Karachi, Moscow, Beijing, Havana, Caracas, Algiers, Damascus, Yangon, Harare, and Khartoum, to mention them alone, would do these governments, and especially their people, a lot of good. The fines gift Europe could give the world would be to offer it the spirit of critical examination that it has conceived and that has saved it from so many perils. It is a poisoned gift, but one that is indispensable for the survival of humanity.
Here, the mother country is satisfied to keep some feudal rulers in her pay; there, dividing and ruling she has created a native bourgeoisie, sham from beginning to end; elsewhere she has played a double game: the colony is planted with settlers and exploited at the same time. Thus Europe has multiplied divisions and opposing groups, has fashioned classes and sometimes even racial prejudices, and has endeavoured by every means to bring about and intensify the stratification of colonised societies. Fanon hides nothing: in order to fight against us the former colony must fight against itself: or, rather, the two struggles form part of a whole.
For present-day politicians there are only political points to be made from such statements, and the larger the sin the larger the outrage, the larger the apology and the larger the potential political gain for sorrow expressed. Through such statements political leaders can gain the benefits of magnanimity without the stain of involvement: the person making the apology had done nothing wrong and all the people who could have received the apology are dead.
Both political parties have moved to the right during the neoliberal period. Today’s New Democrats are pretty much what used to be called “moderate Republicans.” The “political revolution” that Bernie Sanders called for, rightly, would not have greatly surprised Dwight Eisenhower.The fate of the minimum wage illustrates what has been happening. Through the periods of high and egalitarian growth in the ‘50s and ‘60s, the minimum wage—which sets a floor for other wages—tracked productivity. That ended with the onset of neoliberal doctrine. Since then, the minimum wage has stagnated (in real value). Had it continued as before, it would probably be close to $20 per hour. Today, it is considered a political revolution to raise it to $15.
The construction of civilizational difference is not exclusive in any simple sense. The de-essentialization of Islam is paradigmatic for all thinking about the assimilation of non-European peoples to European civilization. The idea that people's historical experience is inessential to them, that it can be shed at will, makes it possible to argue more strongly for the Enlightenment's claim to universality: Muslims, as members of the abstract category "humans," can be assimilated or (as some recent theorist have put it) "translated" into a global ("European") civilization once they have divested themselves of what many of them regard (mistakenly) as essential to themselves. The belief that human beings can be separated from their histories and traditions makes it possible to urge a Europeanization of the Islamic world. And by the same logic, it underlies the belief that the assimilation to Europe's civilization of Muslim immigrants who are--for good or for ill--already in European states is necessary and desirable.
Most striking about the traditional societies of the Congo was their remarkable artwork: baskets, mats, pottery, copper and ironwork, and, above all, woodcarving. It would be two decades before Europeans really noticed this art. Its discovery then had a strong influence on Braque, Matisse, and Picasso -- who subsequently kept African art objects in his studio until his death. Cubism was new only for Europeans, for it was partly inspired by specific pieces of African art, some of them from the Pende and Songye peoples, who live in the basin of the Kasai River, one of the Congo's major tributaries.It was easy to see the distinctive brilliance that so entranced Picasso and his colleagues at their first encounter with this art at an exhibit in Paris in 1907. In these central African sculptures some body parts are exaggerated, some shrunken; eyes project, cheeks sink, mouths disappear, torsos become elongated; eye sockets expand to cover almost the entire face; the human face and figure are broken apart and formed again in new ways and proportions that had previously lain beyond sight of traditional European realism.The art sprang from cultures that had, among other things, a looser sense than Islam or Christianity of the boundaries between our world and the next, as well as those between the world of humans and the world of beasts. Among the Bolia people of the Congo, for example, a king was chosen by a council of elders; by ancestors, who appeared to him in a dream; and finally by wild animals, who signaled their assent by roaring during a night when the royal candidate was left at a particular spot in the rain forest. Perhaps it was the fluidity of these boundaries that granted central Africa's artists a freedom those in Europe had not yet discovered.

Nevertheless, modern history is effectively a racist pursuit that not only elevates white Westerners above all others, but also actively denigrates Asian history.
Technology has become the West’s main prop to its claims of inherent superiority over the non-West, and the reason why the non-West should adopt Western culture. If advanced technology is particular to Western culture, then it is only by Westernizing that the non-West can obtain it. This argument collapses if Western technology can be adopted in isolation from the broader culture, or if other cultures can generate significant technology independently.
... the very appearance of the word ‘‘oriental’’ as a serious geographic or cultural term triggers alarm bells for any American academic. The late Edward Said’s Orientalism argued that the word ‘‘oriental’’ is a fundamentally pejorative term for certain parts of the non-Western world, not only indicating that they are inferior but also justifying Western colonization or domination of them.
China failed to maintain its technological lead, and a similar failure throughout Asia to take advantage of the early exposure to that head start transformed precocity into a false dawn. Perversely, Asian improvements and adaptations of current (twentieth- to twenty-first-century) Western-developed technology are taken as further signs of lack of creativity.
Criminals beheaded in Palermo, heretics burned alive in Toledo, assassins drawn and quartered in Paris—Europeans flocked to every form of painful death imaginable, free entertainment that drew huge crowds. London, the historian Fernand Braudel tells us, held public executions eight times a year at Tyburn, just north of Hyde Park. (The diplomat Samuel Pepys paid a shilling for a good view of a Tyburn hanging in 1664; watching the victim beg for mercy, he wrote, was a crowd of "at least 12 or 14,000 people.") In most if not all European nations, the bodies were impaled on city walls and strung along highways as warnings. "The corpses dangling from trees whose distant silhouettes stand out against the sky, in so many old paintings, are merely a realistic detail," Braudel observed. "They were part of the landscape." Between 1530 and 1630, according to Cambridge historian V.A.C. Gatrell, England executed seventy-five thousand people. At that time, its population was about three million, perhaps a tenth that of the Mexica empire. Arithmetic suggests that if England had been the size of the Triple Alliance, it would have executed, on average, 7,500 people per year, roughly twice the number Cortes estimated for the empire. France and Spain were still more bloodthirsty than England, according to Braudel.
It is a truism, easily forgotten, that the West, in its modern phase, has not stood still. Also easily forgotten is the fact that "the West" is a relative concept only. Without an "East" or a "non-West" to compare it with, it would quite simply not exist; there would be no word for it in our vocabulary. If the concept of the West did not exist, of course, the spatial variations within the geographical area now subsumed under "the West" would loom larger in our minds. The difference between France and America might seem just as great as those between China and the West.
The socioeconomic impact of such a minor outburst is due to our technological development (air travel)—a century ago, such an eruption would have passed unnoticed. Technological development makes us more independent from nature. At the same time, at a different level, it makes us more dependent on nature’s whims.
A specter is haunting Europe—the specter of Communism. All the powers of old Europe have entered into a holy alliance to exorcise this specter; Pope and Czar, Metternich and Guizot, French radicals and German police spies.Where is the party in opposition that has not been decried as Communistic by its opponents in power? Where the opposition that has not hurled back the branding reproach of Communism, against the more advanced opposition parties, as well as against its reactionary adversaries?Two things result from this fact.I. Communism is already acknowledged by all European powers to be in itself a power.II. It is high time that Communists should openly, in the face of the whole world, publish their views, their aims, their tendencies, and meet this nursery tale of the Specter of Communism with a Manifesto of the party itself.
From the beginning, Europe assumed the power to make decisions within the international trading system. An excellent illustration of that is the fact that the so-called international law which governed the conduct of nations on the high seas was nothing else but European law. Africans did not participate in its making, and in many instances, African people were simply the victims, for the law recognized them only as transportable merchandise. If the African slave was thrown overboard at sea, the only legal problem that arose was whether or not the slave ship could claim compensation from the insurers! Above all, European decision-making power was exercised in selecting what Africa should export – in accordance with European needs. Pg. 77

Alexis Tsípras is a chance for the European Union to question itself about what is wrong about the Europe of Euro, and to measure the human sufferings caused by a policy that is first and foremost monetarily driven and is wrong. Europe is equal to its historical task. Against the anti-spiritual, anti-heroic 'ideals' of America-Jewry, Europe pits its metaphysical ideas, its faith in its Destiny, its ethical principles, its heroism. Fearlessly, Europe falls in for battle, knowing it is armed with the mightiest weapon ever forged by History: the superpersonal Destiny of the European organism. Our European Mission is to create the Culture-State-Nation-Imperium of the West, and thereby we shall perform such deeds, accomplish such works, and so transform our world that our distant posterity, when they behold the remains of our buildings and ramparts, will tell their grandchildren that on the soil of Europe once dwelt a tribe of gods.
I'm offended by the kind of smarmy religiosity that's all around us, perhaps more in America than in Europe, and not really that harmful because it's not really that intense or even that serious, but just... you know after a while you get tired of hearing clergymen giving the invocation at various public celebrations and you feel, haven't we outgrown all this? Do we have to listen to this?
I watched the shadow of our plane hastening below us across hedges and fences, rows of poplars and canals … Nowhere, however, was a single human being to be seen. No matter whether one is flying over Newfoundland or the sea of lights that stretches from Boston to Philadelphia after nightfall, over the Arabian deserts which gleam like mother-of-pearl, over the Ruhr or the city of Frankfurt, it is as though there were no people, only the things they have made and in which they are hiding. One sees the places where they live and the roads that link them, one sees the smoke rising from their houses and factories, one sees the vehicles in which they sit, but one sees not the people themselves. And yet they are present everywhere upon the face of the earth, extending their dominion by the hour, moving around the honeycombs of towering buildings and tied into networks of a complexity that goes far beyond the power of any one individual to imagine, from the thousands of hoists and winches that once worked the South African diamond mines to the floors of today's stock and commodity exchanges, through which the global tides of information flow without cease. If we view ourselves from a great height, it is frightening to realize how little we know about our species, our purpose and our end, I thought, as we crossed the coastline and flew out over the jelly-green sea.

On any basic figure of the Africans landed alive in the Americas, one would have to make several extensions- starting with a calculation to cover mortality in transshipment. The Atlantic crossing, or “Middle Passage,” as it was called by European slavers, was notorious for the number of deaths incurred, averaging in the vicinity of 15-20 per cent. There were also numerous deaths in Africa between time of capture and time of embarkation, especially in cases where captives had to travel hundreds of miles to the coast. Most important of all (given that warfare was the principal means of obtaining captives) it is necessary to make some estimate of the number of people killed and injured so as to extract the millions who were taken alive and sound. The resultant figure would be many times the millions landed alive outside of Africa, and it is that figure which represents the number of Africans directly removed from the population and labor force of Africa because of the establishment of slave production by Europeans. I wanted to climb to the summit of challenges, attack my way through hardships as solid as granite, tempt all sorts of peril, and break through mysteries with science. I longed to inhale all sorts of experience and then explore the labyrinthine ins and outs of life that in the end cannot be guessed. I yearned for possibilities that react with each other, like the collision of uranium molecules: binding, multiplying, bursting, and dispersing in unexpected directions. I wanted to go to faraway places and meet with endless varieties of foreign languages and peoples. I wished to rove, finding my direction through reading the stars of constellations. I wanted a life that was thrilling, filled with conquest. I wanted to live! To feel the essence of being!

The critical spirit rises up against itself and consumes its form. But instead of coming out of this process greater and purified, it devours itself in a kind of self-cannibalism and takes a morose pleasure in annihilating itself. Hyper-criticism eventuates in self-hatred, leaving behind it only ruins. A new dogma of demolition is born out of the rejection of dogmas. Thus we euro-americans are supposed to have only one obligation: endlessly atoning for what we have inflicted on other parts of humanity. How can we fail to see that this leads us to live off self-denunciation while taking a strange pride in being the worst? Self-denigration is all too clearly a form of indirect self-glorification. Evil can come only from us; other people are motivated by sympathy, good will, candor. This is the paternalism of the guilty conscience: seeing ourselves as the kings of infamy is still a way of staying on the crest of history.
Through their discomforts Dom and Phil were missing everything of interest: the sudden strip marshes, the faces in the rock formations, the perfect lakes, the awesome måskoskårså valley grooved into the earth during the Ice Age, the golden eagle circling above it, and the views of a landscape it was impossible to believe existed in Europe.

The construction of civilizational difference is not exclusive in any simple sense. The de-essentialization of Islam is paradigmatic for all thinking about the assimilation of non-European poeples to European civilization. The idea that people's historical experience is inessential to them, that it can be shed at will, makes it possible to argue more strongly for the Enlightenment's claim to universality: Muslims, as members of the abstract category "humans," can be assimilated or (as some recent theorist have put it) "translated" into a global ("European") civilization once they have divested themselves of what many of them regard (mistakenly) as essential to themselves. The belief that human beings can be separated from their histories and traditions makes it possible to urge a Europeanization of the Islamic world. And by the same logic, it underlies the belief that the assimilation to Europe's civilization of Muslim immigrants who are--for good or for ill--already in European states is necessary and desirable.

Such cultural transformations are partly invisible to contemporary people, but become obvious in retrospect.

Democracy suits Europeans today partly because it is associated with the triumph of capitalism and partly because it involves less commitment or intrusion into their lives than any of the alternatives. Far from being Eurocentric, my analysis "exoticizes" Europe. Europe is historically aberrant. In some ways this was a historical accident, not entirely Europe's fault. Similarly, the most recent German innovation of a constitutional debt brake (Schuldenbremse) for all EU countries regardless of their business cycles or structural positions, coupled with a new rules-based fiscal treaty as the solution to the crisis, is simply an ever-tighter ordo by another name.If states have broken the rules, the only possible policy is a diet of strict austerity to bring them back into conformity with the rules, plus automatic sanctions for those who cannot stay within the rules. There are no fallacies of composition, only good and bad policies. And since states, from an ordoliberal viewpoint, cannot be relied upon to provide the necessary austerity because they are prone to capture, we must have rules and an independent monetary authority to ensure that states conform to the ordo imperative; hence, the ECB. Then, and only then, will growth return. In the case of Greece and Italy in 2011, if that meant deposing a few democratically elected governments, then so be it.The most remarkable thing about this ordoliberalization of Europe is how it replicates the same error often attributed to the Anglo-American economies: the insistence that all developing states follow their liberal instruction sheets to get rich, the so-called Washington Consensus approach to development that we shall discuss shortly. The basic objection made by late-developing states, such as the countries of East Asia, to the Washington Consensus/Anglo-American idea “liberalize and then growth follows” was twofold. First, this understanding mistakes the outcomes of growth, stable public finances, low inflation, cost competitiveness, and so on, for the causes of growth. Second, the liberal path to growth only makes sense if you are an early developer, since you have no competitors—pace the United Kingdom in the eighteenth century and the United States in the nineteenth century. Yet in the contemporary world, development is almost always state led.

It was a heavenly summer, the summer in which France fell and the British Expeditionary Force was evacuated from Dunkirk. Leaves were never such an intense and iridescent green; sunlight glinted on flower-studded meadows as the Germans encircled the Maginot Line and overran not only France but Belgium and Holland. Birdsong filled the air in the lull between bursts of gunfire and accompanied the fleeing refugees who blocked the roads. It was as though the weather was preparing a glorious requiem for the death of Europe.
Most economic histories of the "world" not only omit most extra-European production and exchange (even most of that outside West Europe or even northwest Europe); they neglect the participation of the productive and exchange activities of extra-European countries in the European, not to say world, process of accumulation and development. Moreover, they disregard the part that these productive and exchange relations played in the developing world system.
Fallujah was a Guernica with no Picasso. A city of 300,000 was deprived of water, electricity, and food, emptied of most of its inhabitants who ended up parked in camps. Then came the methodical bombing and recapture of the city block by block. When soldiers occupied the hospital, The New York Times managed to justify this act on grounds that the hospital served as an enemy propaganda center by exaggerating the number of casualties. And by the way, just how many casualties were there? Nobody knows, there is no body count for Iraqis. When estimates are published, even by reputable scientific reviews, they are denounced as exaggerated. Finally, the inhabitants were allowed to return to their devastated city, by way of military checkpoints, and start to sift through the rubble, under the watchful eye of soldiers and biometric controls.
All those who prefer peace to power, and happiness to glory should thank the colonized people for their civilizing mission. By liberating themselves, they made Europeans more modest, less racist, and more human. Let us hope that the process continues and that the Americans are obliged to follow the same course. When one’s own cause is unjust, defeat can be liberating.
In Paris the cashiers sit rather than stand. They run your goods over a scanner, tally up the price, and then ask you for exact change. The story they give is that there aren't enough euros to go around. "The entire EU is short on coins."And I say, "Really?" because there are plenty of them in Germany. I'm never asked for exact change in Spain or Holland or Italy, so I think the real problem lies with the Parisian cashiers, who are, in a word, lazy. Here in Tokyo they're not just hard working but almost violently cheerful. Down at the Peacock, the change flows like tap water. The women behind the registers bow to you, and I don't mean that they lower their heads a little, the way you might if passing someone on the street. These cashiers press their hands together and bend from the waist. Then they say what sounds to me like "We, the people of this store, worship you as we might a god.
